Fundación Jubileo

Fundación Jubileo is an institution that works on topics of management and public policies, democracy, human rights, sustainable development, environment and climate change; as well as the formation and promotion of leadership from the development of research, analysis, dissemination, socialization, awareness and training processes; seeking to build capacities in allies - networks, organizations and institutions - to strengthen institutionality and democratic processes, generating public debate, advocacy and political lobbying with the public sector - national, departmental and municipal - with a focus on rights, prioritizing vulnerable populations and oriented to the reduction of extreme poverty and the care of nature in Bolivia.

The access and use of official information, the objective and impartial analysis of information, the elaboration and dissemination of easy-to-read didactic material, as well as the generation and promotion of spaces for public debate, capacity building of social actors and social operators and the implementation and guidance of political advocacy processes through platforms, national and international networks, are characteristics of the strength of our institutional work since 2003.

Jubileo has 20 years of service in the country (November 18, 2003). We have qualified personnel and specialists in the assigned fields of work, a good experience not only in the contents to be generated but also in the capacities of articulation, coordination with alliances, networks at national, regional and local level.

Focus Area(s) of Work

Fundación Jubileo is organized in three areas of work: 1) Research and Public Debate, 2) Education and Training, and 3) Democracy and Human Rights.

1) Research and Public Debate: Contribute to dialogue and public debate, as well as to the construction of proposals that contribute to efficient public management and a more equitable and sustainable development. At national, departmental and local levels.

2) Education and Training: Capacity building and awareness raising, in multiple actors, on socio-economic and environmental issues, aimed at enhancing public debate, implementing internal synergies and alliances with institutions, networks and platforms.

3) Democracy and Human Rights: Within the framework of strengthening democracy, its institutional framework and respect for human rights in Bolivia, contributing to better governance, dialogue and peaceful conflict resolution among the different social, economic and political actors, as well as the formation of new leadership and the promotion of a culture of peace in the search for greater equality and social justice.

Method(s) Used to Achieve Objectives

Applied research: From the point of view of its realization or implementation, we must emphasize that the research processes carried out by Fundación Jubileo has an applied character; that is, that they are necessarily oriented to conclude in actions of political incidence towards actors, mainly in the public sector, and on specific and previously researched topics.

Each research or compilation carried out by Fundación Jubileo must lead to important conclusions, recommendations or proposals that strengthen the public debate or the technical contribution to those in charge of making decisions.

Dissemination and Socialization: The dissemination and socialization of all the information generated by Fundación Jubileo in the different thematic areas of its work and which is expressed in specialized documents, current analysis, institutional bulletins with a diversity of topics, brochures, reports, etc.; are prepared for a broad and diverse scope, therefore the literature and writing of these documents is easy to read and the terminology is simple. In terms of the target audience, these documents are aimed towards a wide variety of political, economic and social actors, both nationally and internationally.

Awareness-raising processes: With all the information previously processed in the areas where Fundación Jubileo works, and responding to a pre-established institutional planning process, we proceed to develop the second step of the advocacy chain, called awareness-raising. This sensitization is also a strategic process for Jubileo because it allows us to present a concrete position to national and international networks, allied organizations and institutions, as well as to the population in general, or to open a public debate on a latent and specific socio-economic, political or environmental problem.

Capacity Building and Training Processes: Fundación Jubileo also develops capacity building and systematic training processes with different actors such as assembly members (national and departmental), journalists, leaders and representatives of social organizations ( peasants and indigenous, trade unions, neighborhood social control, etc.); as well as with women from different organizations and young people.

With youth, it is also planned to give continuity to the systematic training processes through the School for Training and Democracy and Development - ESFORDD; which is an initiative to promote political training and citizen participation of youth from universities in the country, institutes, organizations, movements and networks of institutions and civil society organizations.

The ESFORDD training process is divided into four stages: local seminars, basic modules, specialization modules and immersion projects. It is worth mentioning that to date this training school already has 9 promotions, with leaders who are already forming citizen groups or political parties.

Advocacy Processes: ability to influence decision making in various areas, mainly in policies, both in terms of creation, adaptation, implementation and supervision of such policies.

In this sense, advocacy processes can be focused on one or several phases of public policies, i.e. the creation of the political agenda, formulation and enactment of public policy, deployment or implementation, and follow-up, control and evaluation of the policy. It is important that these demands be accompanied by social sectors and institutions involved in the issue with whom to plan joint actions.

Project(s)

Escuela de Formación para la Democracia y Desarrollo (ESFORDD): an initiative of Fundación Jubileo and Hanns Seidel Stiftung, which seeks to promote political training, participation and leadership of youth in Bolivia.

HSS seeks to promote political training, participation and leadership of young people in Bolivia. Each year, a call for proposals is published describing the four phases of the ESFORDD training process. Since 2014, ESFORDD has contributed to the training of more than 300 young leaders in Bolivia.

METROPOLITAN ENVIRONMENTAL ACTION: is an initiative of Jubileo Foundation and the Hanns Seidel Foundation, financed by the European Union, which promotes social participation and advocacy capacity of youth in environmental and climate change issues through awareness-raising, training and education. The project develops capacities for the analysis, design, analysis and implementation of municipal public policies that contribute to an adequate management of environmental and climate change issues.
